Russian cyber influence operations escalate against Baltic states, targeting Estonia, Latvia, and Lithuania with propaganda, cyberattacks, and disinformation campaigns in early 2024.

On March 11, 2024, a security report highlighted an increase in Russian cyber influence and disinformation campaigns targeting the Baltic states of Estonia, Latvia, and Lithuania, as well as Poland. These efforts include cyberattacks and propaganda designed to create fear, panic, disrupt state institutions, and erode trust in governments and Western sanctions. Russian operations have included circulating false bomb threats in Lithuanian schools, bypassing media sanctions through hacker groups, and spreading misinformation via Russian radio broadcasts from Kaliningrad. Cyberattacks also targeted Lithuanian organizations with DDoS attacks and ransomware attributed to the NoName hacker group. The campaigns have leveraged social media manipulation to undermine institutions and support Russia’s geopolitical aims, including related hybrid threats against Moldova. Recent attacks have included stolen sensitive NATO summit information and false narratives to foster discontent among the Baltic populations.
