During a ceremony commemorating Polish Navy Day in Gdynia on November 28, 2024, Polish President Andrzej Duda emphasized the growing importance of the Baltic Sea amid Russia’s hybrid warfare attempts. He specifically cited recent damage to underwater cables in the Baltic Sea as a critical threat to maritime infrastructure. Duda described the Baltic Sea as one of the most important arenas of a hybrid war fought invisibly on an everyday basis against an aggressive Russia. He stressed Poland’s maritime status and its century-long value, calling for stronger naval capabilities, including urgent procurement of modern submarines under the ‘Orka’ program. Additionally, the president advocated for reforms to restore a separate Navy command and control structure, highlighting the navy as a vital instrument of national policy.
