On the Kursk direction, Russian forces continued their offensive along the international border and to the northeast of Sumy Oblast, in the area of Nikolskiy, Sverdlivkovo, Lebedevka, and Ulanok, advancing east of Cherkasskya Konopelka and north of Fanaseevka. The enemy is attempting to capture Cherkasskya Konopelka, Lebedevka, and advance near Zhuravka in Sumy Oblast.

The “Siversk” Operational-Tactical Group (OTG) counterattacked near Bilovod and Yunakivka in Sumy Oblast.

On the Kharkiv direction, Russian forces continued their unsuccessful offensive near Vovchansk, attempting to advance along the Vovcha River.

On the Kupyansk direction, Russian forces continued advancing in the areas of Zakhidne, Dvorichna, Fyholivka, and Zahryzove, advancing into the center of Topoli. The enemy attempted to push south from Synkivka towards Kucherivka and towards Hlushkivka along the Oskil River.

On the Lyman direction, Russian forces continued their offensive in the area of Ivanivka, Terny, Yampolivka, Kolodyazi, and Serebriansk Forest, attempting to capture Novolyubivka.

On the Siversk direction, Russian forces advanced in the area of Bilohorivka.

On the Kramatorsk direction, Russian forces advanced in the area of Vasylivka, Stupochky, and Bila Hora, pushing through fields to the north and northeast of Orikhovo-Vasylivka.

On the Toretsk direction, Russian forces attacked near Toretsk, Krymske, Dyliivka, and Shcherbynivka

On the Pokrovsk direction Russian forces continued assaults in the areas of Zelenyi Hai, Vodyane Druhe, Novotoretske, Yelyzavetivka, Svyrydonivka, Promin, Dachenske, Kotlyne, Udachne, Molodetske, Serhiivka, Nadiivka, Novooleksandrivka, and Preobrazhenka, advancing into the center of Pishchane and the southern outskirts of Zaporizhzhia. They attempted to capture Nadiivka and advance into the central and eastern parts of Uspenivka and towards Bohdanivka.

On the Novopavlivka direction, Russian forces continued advancing in the areas of Andriivka, Ulakly, and Konstyantynopil, pushing into the western outskirts of Andriivka.

On the Huliaypole direction, Russian forces continued attacks near Novoocheretuvate, Burlatske, Pryvilne, and Novosilka. The 57th and 60th Separate Motorized Rifle Brigades of the 5th Combined Arms Army advanced toward the outskirts of Burlatske. The enemy is attempting to reach the area southeast of Dniproenerhiya and east of Novoocheretuvate.

On the Orikhiv direction, Russian forces conducted offensive operations towards Orikhiv, in the areas of Shcherbaky, Kamianske, and Pyatykhatky.

General conclusion:

  • On the Pokrovsk direction, intense fighting is ongoing, and Russian forces are unable to consistently hold all their strongholds.
  • The enemy has advanced near Burlatske, in Ulakly, and Andriivka, and is completing the elimination of the remaining forces at the Kurakhove bridgehead, attempting to straighten the front line along the Andriivka – Konstyantynopil axis.
  • On the Huliaypole direction, the enemy is trying to push toward the southern outskirts of Dniproenerhiya, attacking through Skudne and Burlatske.

Change in the line of contact (LoC):

  • There were 112 combat engagements on various fronts.
  • On the Kharkiv direction, the enemy attacked 5 times towards Vovchansk, Fyholivka, Dvorichna, and Zakhidne.
  • On the Kupyansk direction, there were 3 enemy attacks. Ukrainian Defense Forces repelled assaults in the area of Zahryzove.
  • On the Lyman direction, the enemy attacked 13 times, attempting to break through Ukrainian defense near Ivanivka, Kolodyazi, Yampolivka, and in the Serebriansk Forest.
  • On the Siversk direction, Ukrainian units repelled three enemy offensives in the area of Bilohorivka.
  • On the Kramatorsk direction, occupiers launched 6 attacks in the areas of Vasyukivka, Stupochky, and Bila Hora.
  • On the Toretsk direction, the enemy carried out 13 attacks near Toretsk and towards Dyliivka.
  • On the Pokrovsk direction, Ukrainian Defense Forces repelled 34 enemy attacks near the settlements of Vodyane Druhe, Novotoretske, Yelyzavetivka, Promin, Dachenske, Kotlyne, Udachne, Novooleksandrivka, Andriivka, and Ulakly. At the same time, the enemy actively used bomber and assault aviation.
  • On the Novopavlivka direction, the aggressor attacked 8 times near the settlements of Konstyantynopil and Burlatske.
  • On the Orikhiv Direction, Ukrainian Defense Forces repelled 4 attacks in the area of Pyatykhatky and Shcherbaky.
  • On the Prydniprovskyi direction, Russian invaders tried to dislodge Ukrainian units from their positions but were unsuccessful and suffered losses.
  • On the Kursk direction, the operation continues. The “Siversk” OTG repelled 13 enemy attacks. The enemy conducted 20 airstrikes.
  • In the Black Sea-Azov naval operational area, the enemy naval group on combat duty consists of:
    • Black Sea: 1 ship, including 1 cruise missile carrier; the total salvo is 4 cruise missiles.
    • Mediterranean Sea: 4 ships, including 3 cruise missile carriers; the total salvo is 26 cruise missiles.

Changes in the enemy disposition:

  • 102nd and 103rd Motorized Rifle Regiments, 163rd Tank Regiment of the 150th Motorized Rifle Division of the 8th Combined Arms Army are concentrating in the area of Pivnichne – Shumy – Zalizne with the objective of advancing on Pleshchiivka and Kleban-Byk. The 238th Artillery Brigade of the 8th Combined Arms Army shells targets near Kleban-Byk.
  • 428th Motorized Rifle Regiment and 67th Tank Regiment of the 90th Tank Division of the 41st Combined Arms Army are advancing in the direction of Andriivka.

Possible operation situation developments:

  • Once the enemy sufficiently expands its bridgeheads on the Chornyi Zherebets River, the 25th Army, with forces of the 67th Motorized Rifle Division and the 164th Separate Motorized Rifle Brigade, will sharply intensify actions toward Torske and Yampolivka. This will mark the second stage of pushing “Khortytsia” OSG out of the bridgehead east of the Chornyi Zherebets River on the Lyman direction.
  • On the Toretsk direction, the enemy command is finalizing the deployment of the 8th Combined Arms Army within the operational zone of the 51st Combined Arms Army and is expected to launch an operation shortly, aiming to break through toward the area south and west of Kostyantynivka.
  • The operational plan of the 8th Combined Arms Army on the Kostyantynivka direction is to envelop the tactical group of the “Khortytsia” OSG, which is defending south of Kostyantynivka between Oleksandropil and Tarasivka from the flanks. The enemy aims to encircle and destroy this group or, if unable to do so, force it to withdraw from the area south of Kostyantynivka in a northwestern direction under the threat of encirclement. The ultimate goal of these actions is a two-pronged breakthrough from the southwest and southeast toward the area of Stepanivka – Berestok – Pleshchiivka – Yablunivka, followed by a simultaneous assault on Kostyantynivka from this area and from the direction of Chasiv Yar.
  • After the first stage (reaching the Poltavka–Pleshchiivka line), the enemy’s 3rd Combined Arms Army, reinforced by an airborne forces group, will attempt a rapid breakthrough from the bridgehead on the Siverskyi Donets–Donbas canal in the Chasiv Yar area, advancing from the northeast toward Kostyantynivka.

Humanitarian + general:

  • Between February 17 and 23, Russia launched nearly 1,150 strike drones, over 1,400 guided aerial bombs, and 35 missiles of various types against Ukrainian cities, according to President Volodymyr Zelensky.
  • On the night of February 23, the enemy carried out the largest attack of the entire war, striking Ukraine with three Iskander-M/KN-23 ballistic missiles, 267 Shahed-type strike UAVs, and various types of decoy drones. Of the 267 drones, 138 were shot down, 119 were “locationally lost,” three flew into Russia, and one into Belarus. As a result of the attack, Dnipropetrovsk, Odesa, Poltava, Kyiv, and Zaporizhzhia Oblasts were affected.
  • On the night of February 23, Russian forces attacked the capital with strike drones. The air raid alert lasted nearly six hours. Drone debris fell in four districts: Pecherskyi, Holosiivskyi, Darnytskyi, and Obolonskyi. In Darnytskyi District, Russian forces attacked the same location again after patrol officers had arrived for assistance.
  • On the night of February 23, the enemy attacked Odesa Raion with strike drones, causing a fire in a private residence. Three people were injured.
  • In the early hours of Sunday, February 23, Russian forces shelled Zaporizhzhia, injuring a 53-year-old woman and causing a fire in a residential area.
  • In Khmelnytskyi Oblast, a Russian attack damaged a high-voltage power line, road surface, building windows, and a store display window.
  • In the Dnipro Raion of Kherson, a Russian drone attack injured a 45-year-old man, resulting in a traumatic leg amputation. In Romashkove, Kherson Oblast, a Russian UAV crashed into the window of a residential building, injuring a woman.
  • At 22:40 on February 22, the Russian army launched a missile strike on Kryvyi Rih, killing one man and injuring five others. A fire broke out, damaging an infrastructure facility and 12 apartment buildings.
  • Russian forces struck Sumy Oblast with a ballistic missile. The strike occurred outside populated areas.
  • On February 22, near Kupyansk in Kharkiv Oblast, two civilians—a 63-year-old man and a 58-year-old woman—were injured when a UAV hit their car.
  • In 2024, Ukrainian Defense Forces have struck 377 critical targets on Russian territory, including military units, arsenals, military-industrial complex facilities, and oil refineries, according to Commander of the Armed Forces of Ukraine, Syrskyi.
  • Russians likely executed Ukrainian prisoners of war on the Kursk axis, said Dmytro Lubinets, the Verkhovna Rada Commissioner for Human Rights. A video allegedly showing the execution of Ukrainian POWs is circulating on social media. “According to one Ukrainian soldier, these were fighters from the 82nd Brigade. The footage shows a Russian occupier deliberately shooting a Ukrainian POW in the head,” Lubinets noted.
  • In 2024, ten UN humanitarian aid workers have been killed in Ukraine, and 41 have been injured, according to UN Humanitarian Coordinator in Ukraine, Matthias Schmale.
  • In the temporarily occupied territory of Kherson Oblast, Russian occupiers are militarizing education in kindergartens—conducting “patriotic lessons” dedicated to the Russian army in nurseries in Skadovsk Raion.
  • In the so-called “Luhansk People’s Republic” (LPR), local “courts” seize property from evacuated residents. The list of “nationalized” properties also includes real estate belonging to individuals who lived at different addresses or in neighboring cities.
