From Tanks to TikTok: Adapting Article 5 for Graduated Responses to Hybrid Warfare

Written by Romanian Special Operations Forces officer Ciprian Clipa and published on July 15, 2025, the article argues that NATO must adapt Article 5 of the North Atlantic Treaty to meet challenges posed by Russian hybrid warfare, especially in the strategically vital Black Sea region. The wider Black Sea region is described as a laboratory for hybrid warfare, where Russia employs a range of tactics such as information operations, proxy warfare, disinformation, and unconventional military actions. The article highlights the escalating hybrid threat involving Russia’s use of cyberattacks, proxies, and disinformation against Ukraine, Romania, and NATO allies. It states NATO’s current Article 5 framework, centered on collective defense against conventional attacks, is too rigid to address hybrid threats effectively. The author calls for a graduated response model that includes non-military responses, proportional measures, and integration of Special Operations Forces (SOF) in countering hybrid tactics. The piece also references NATO’s past responses to Russian hybrid aggression and underscores the importance of dynamic information balance, resilience, and multi-domain deterrence to counter evolving threats in the Black Sea and wider region. The article includes a map illustrating the Black Sea and surrounding countries relevant to the discussion.
