Access to Kupyansk closed, residents evacuate on foot

Entry to the city of Kupyansk in the Kharkiv region is fully closed, only the military can get in, Andriy Besedin, head of the city military administration, said on Suspilne on Sunday, September 28.

“The situation is critical, the enemy is in the city, there are sabotage and reconnaissance groups in the city, and a counter-sabotage operation is underway… Unfortunately, today Kupyansk is a restricted area; the city is completely closed to any services. The only people who can enter are our military. Evacuation is extremely complicated; the only way to leave now is to walk out of Kupyansk. Our services—volunteers, the State Emergency Service, and police—will pick you up and take you to a safer place. Or reach out to the military, and they will certainly help,” he said.

According to Besedin, there are currently 1,640 civilians in the Kupyansk community. On the right-bank part of the city of Kupyansk, there are 680 residents, and their lives are under constant threat.

“And this is now linked not only to the fighting but also to weather conditions, which are worsening every day, while critical infrastructure is completely absent: there is no electricity, water, or gas supply, and no social services,” the head of the military administration said, urging people to evacuate.

Besedin added that Russian forces are continually using artillery, mortars, and tanks in Kupyansk. The greatest threat, he said, comes from FPV drones that hunt civilians.

Russian troops continue to infiltrate Kupyansk. They have been observed in the city center and near the Yuvileinyi microdistrict.
