At the Warsaw Security Forum on 29–30 September 2025, EU leaders highlighted the inextricable link between EU security and Ukraine’s resistance, emphasizing cooperation on anti-Russian drone defenses.

During the September 29-30, 2025 Security Forum in Warsaw, key EU figures including Polish Prime Minister Donald Tusk, Ukrainian President Volodymyr Zelensky, and EU Defence Commissioner Andrius Kubilius discussed intensified cooperation on protecting European airspace from Russian drone and missile incursions. Zelensky proposed building a joint robust drone defense shield leveraging Ukraine’s advanced know-how on drone detection and acoustic sensor networks. Kubilius confirmed the EU’s limited current capacity for detecting low-flying drones and endorsed rapid implementation of Ukraine-inspired high-tech anti-drone systems, while German Defence Minister Boris Pistorius cautioned the project’s timeline could extend beyond three years. Discussions reflected on rising Russian drone provocations over EU airspace, with increased calls for decisive NATO or member state actions. Despite political tensions, including criticism from Hungary’s Viktor Orbán over support for Ukraine, the forum underscored EU’s strategic priority to strengthen Ukraine’s defense and enhance continental anti-drone capabilities against Russian threats.
