Russia reports mass Ukrainian drone attacks across regions, energy facilities hit

Russia’s Defense Ministry says Ukraine launched a large-scale drone attack across multiple Russian regions.

According to the ministry, most drones were shot down over the Kursk (31), Voronezh (21), Belgorod (14) and Bryansk (10) regions, the ministry in Moscow said Friday, October 31.

In addition, nine drones were downed over each of the Oryol, Tambov and Tula regions; six over the Lipetsk and Yaroslavl regions; five over the Rostov region; four over the Volgograd region; three over the Kaluga region; two over the Ryazan region; and one over the Moscow region, the ministry added.

Oryol region Governor Andrey Klychkov said a combined heat and power plant in the city of Oryol was damaged in the attack, with equipment hit and electricity supplies disrupted.

He said emergency switching to backup lines was carried out and power was later “almost fully” restored. The governor said there were no injuries or fires at the plant.

Klychkov later wrote that a main CHP pipeline was damaged in the attack, prompting limits on heat and hot water in Oryol’s Sovetsky, Zheleznodorozhny and Severny districts.

“Restoration work will be completed by tonight. A rapid-response team is monitoring the situation until heat is fully supplied to all facilities,” he added.

Key substation targeted in Vladimir region

According to the Telegram channel ASTRA, drones also attacked the “Vladimirskaya” hub power substation in the Vladimir region, a major energy facility for the area.

Regional Governor Alexander Avdeev reported a strike on “infrastructure near the city of Vladimir.”

“All systems are currently operating normally. Specialists are working on site,” he wrote on Telegram.

Vladimir city authorities announced traffic restrictions for civilian vehicles and the closure of schools in the Energetik neighborhood.

A temporary accommodation point was set up in one of the schools, officials said.

Yaroslavl region Governor Mikhail Evraev said two kindergartens in Yaroslavl’s Frunzensky district were closed “due to the fall of debris from Ukrainian drones” and “to conduct investigative actions.”

Kursk and Belgorod governors Alexander Khinshtein and Vyacheslav Gladkov did not comment on the drone strikes in their regions.

Voronezh region Governor Alexander Gusev wrote about attacks on four districts and said there were no casualties or destruction.

Bryansk Governor Alexander Bogomaz also said no one was injured in the region.

Ukrainian drones also attacked Yaroslavl.  Yaroslavl Region Governor Mikhail Evraev said there were no casualties, without providing further details. Meanwhile, residents reported hearing explosions near the Slavneft-Yaroslavnefteorgsintez oil refinery.

Late Thursday, October 30, Russian forces struck the city of Sumy with drones.

“Sumy is under a massive drone attack. Civilian infrastructure facilities in the city’s Kovpakivsky district are under fire. There are casualties,” wrote Serhii Kryvosheenko, head of the Sumy City Military Administration, on Telegram.

Ukraine’s State Emergency Service later said 11 people were injured in the latest Russian attack on Sumy, including four children.
