The EU sanctioned 12 individuals, including former Western European military and police officers, and two entities for Russia's ongoing hybrid threats including cyber activities.

On December 15, 2025, the European Union announced sanctions on 12 individuals and two entities in response to Russia’s continued hybrid threats, including malicious cyber activities targeting the EU, its member states, and partners. The sanctioned include former Western European military and police officers allegedly embedded in Kremlin-affiliated institutions and involved in amplifying destabilizing narratives. Additionally, the International Russophile Movement and the 142nd Separate Electronic Warfare Battalion were sanctioned for promoting pro-Russian destabilization. Members of Russian military intelligence GRU’s Unit 29155 and the cyber threat group Cadet Blizzard were also targeted for cyber-attacks against Ukrainian and EU/NATO targets aiming to destabilize political situations. The EU Council adopted a restrictive framework in October 2024 to counter Russia’s destabilizing actions. These measures reflect the EU’s ongoing response to Russian hybrid warfare tactics in Europe.
