Umerov: Ukraine, U.S., and European partners agree on next steps in talks on Trump’s Ukraine peace plan

On December 19, U.S. officials held talks with a Ukrainian delegation and European partners on ending Russia’s war against Ukraine, National Security and Defense Council Secretary Rustem Umerov wrote on his Telegram channel.

According to him, the Ukrainian delegation agreed with the Americans on next steps and continued joint work. The parties will resume consultations in the near future. Umerov confirmed European representatives took part but did not specify who.

The Ukrainian delegation at the December 19 talks in the U.S. was led by Rustem Umerov. Also present was the Chief of the General Staff of the Armed Forces of Ukraine, Andriy Hnatov.

It is not yet clear who took part from the U.S. side. It is assumed the participants were the U.S. president’s special envoy Steve Witkoff and Jared Kushner, Donald Trump’s son-in-law. Witkoff and Kushner also plan to meet December 20–21 in Miami with a Russian delegation that could be led by Vladimir Putin’s envoy Kirill Dmitriev. The sides are also set to discuss the new plan to end Russia’s war against Ukraine, developed in November this year by the U.S. administration of President Donald Trump.

U.S. Secretary of State Marco Rubio may join the talks with the Russian delegation on Saturday, December 20. He said there has been progress in discussing conditions to end the war in Ukraine, but a peace deal is still far off.

As for the European representatives at the December 19 talks in the U.S., their names have not been officially disclosed. Media report they were representatives of the United Kingdom, France, and Germany.

President Volodymyr Zelensky, discussing the upcoming new phase of consultations in the U.S., mentioned Trump’s new peace plan, pared down to 20 points, and the security guarantees for Ukraine to be provided after the war.
