The United States is prepared to play a key role in a security guarantees framework for Ukraine once the active phase of the war ends, according to a draft document from the so-called “coalition of the willing” published by Suspilne.
The draft says Washington intends to help Ukraine enforce a cease-fire primarily through intelligence and logistical support. It emphasizes that all measures would be implemented only at Kyiv’s official request and only after a durable halt to hostilities.
The document places special emphasis on joint military planning. It envisions coordination in the air, at sea and on land, as well as assistance to rebuild and strengthen Ukraine’s armed forces. Europe is expected to take the lead in these efforts, while the US would remain an active participant and partner.
The US would also lead monitoring of the cease-fire, the draft states. A permanent observation system and a separate commission would be established to review violations and assign responsibility.
If Russia launches a new armed attack on Ukraine, coalition members pledge to support Kyiv. Assistance could include military assets, intelligence, logistics, diplomatic pressure and additional sanctions.
