Ukraine extends martial law and mobilization through May 4

Ukrainian President Volodymyr Zelensky has extended martial law and nationwide mobilization for another 90 days.

The decisions were published Monday, January 26, on the Verkhovna Rada’s website.

Since February 2022, martial law and mobilization have now been extended for the 18th time, according to RBC-Ukraine.

Zelensky submitted both documents to parliament on January 12, and lawmakers approved them on January 14 before sending them to the president for his signature. Under the bills, mobilization and martial law will run from February 3 to May 4. Until early February, they will remain in force under previous, similar bills approved in late October 2025.

Martial law has been in effect since Russia launched its full-scale invasion of Ukraine on February 24, 2022. That same day, Zelensky signed a law on general mobilization.

In August 2025, the Ukrainian government allowed young people aged 18 to 22 to leave the country.

At the end of December 2025, the Ukrainian president said the war with Russia would not end until Ukraine receives security guarantees—and until then, martial law will also remain in place. In late January, Zelensky said a U.S. security guarantees document for Ukraine “is 100 percent ready.” “We expect our partners to confirm the date and place for its signing,” he added.

The martial-law regime gives Ukrainian authorities the power to impose a range of restrictions. “While it’s in effect, freedom of movement across the country may be restricted, as can the movement of transport - for both Ukrainian citizens and foreigners,” RBC-Ukraine notes. “In addition, the state may introduce labor duty or mandatory community service for certain categories of the population. The forced expropriation of property for the needs of the army is also permitted.”

It also allows for the banning of political parties that threaten Ukraine’s sovereignty, and for restrictions on rallies, demonstrations, and mass events.

Because martial law remains in force, regularly scheduled presidential elections planned for 2024 did not take place.
