On February 5, 2026, the Latvian Ministry of Defence signed a memorandum of understanding with German company Dynamit Nobel Defence GmbH for the establishment of an anti-tank mine production plant in Latvia. The facility is planned to begin manufacturing operations by 2028 to meet the full production and supply cycle demands of Latvia’s National Armed Forces. The project includes local production of modern mine systems “Skorpion 2” under a long-term remote mining delivery contract, integrating modern technology into Latvian defense industry and enhancing strategic independence. This cooperation is intended to strengthen Latvia’s national defense capabilities and support the growth of Latvia’s defense industry with potential export opportunities. The memorandum confirms political willingness and industrial cooperation between Latvia and Germany. Additional cooperation areas include production of artillery munitions and involvement in other defense projects with German partners Rheinmetall and Dynamit Nobel. The agreement follows the existing contract signed in October 2025 for supplying the “Skorpion 2” system to Latvia’s National Armed Forces.
