The deportation followed a proposal from Estonia’s Internal Security Service (KaPo), which stated Zhuravlyov was used by Russian special services to gather intelligence. Born in Narva in 1967, Zhuravlyov held an Estonian residence permit but mostly resided in Russia. Records show multiple border crossings from Russia to Finland by car and on foot at the Estonia-Russia border. KaPo indicated such intelligence gathering corresponds to preparatory phases of Russian sabotage operations.
