European Parliament approves €90 billion loan for Ukraine despite Orban's opposition

On the fourth anniversary of Russia’s full-scale invasion, European Parliament President Roberta Metsola signed a €90 billion loan for Ukraine, a move aimed at helping the country continue its fight against the Russian aggression.

Metsola announced the decision on her official account on X.

The signing took place during a special European Parliament session dedicated to supporting Ukraine. Ukrainian President Volodymyr Zelensky joined by video link.

“Just signed a €90 billion loan to support Ukraine on behalf of the European Parliament,” Metsola said.

She added that the assistance will support essential Ukrainian public services, bolster its defense, and help safeguard Europe’s security - “to achieve a real and lasting peace, to anchor Ukraine’s future in Europe.”

The document was signed symbolically on the anniversary of Russia’s full-scale aggression. Parliament underscored that this is not only a financial instrument but also a political signal of unity.

The decision came despite resistance from Hungary. Budapest had previously blocked the package, but the European Parliament overcame the veto.

The loan, planned for 2026–2027, carries low interest and is structured as debt rather than grants. Funds are expected to support healthcare, education, and infrastructure, strengthen defense, and help restore the energy sector after Russian attacks. Disbursements will be made in stages.

In the fifth year of the war, the package is seen as a cornerstone of Ukraine’s financial resilience. The EU remains Kyiv’s primary donor amid shrinking U.S. assistance, and the signing signals that European support endures despite attempts by Moscow and its allies to fracture the bloc’s unity.
