Ukrainian Defense Minister launches audit of combat losses, expands role of private air defense groups

Ukraine’s Defense Minister Mykhailo Fedorov announced a comprehensive audit of combat losses among service members. According to him, a detailed review of every loss on the battlefield is getting underway.

The goal is to identify systemic problems that lead to casualties and make policy decisions to fix them. “Human capital is the highest value. We will fight for the life of every warrior,” the minister emphasized.

In parallel, the capabilities of private air defense groups involved in protecting critical infrastructure are being strengthened. The government has already approved a measure expanding their authorities and technical capabilities.

Enterprises will be able to temporarily receive weapons and munitions from Armed Forces unit depots if those arms are not being used by combat units. The Armed Forces will determine the list of weapons and the amount of ammunition for each enterprise on a case-by-case basis.

If ammunition is used while repelling attacks, it will be replenished under a simplified procedure - based on a report of actual expenditures. Transfers will be carried out only for the duration of the experimental project and in coordination with the Air Force command.

Another tech priority is scaling ground robotic systems. In 2026, their numbers are expected to multiply. The main task is to shift logistics operations to robotic platforms to minimize risks to personnel.

Work is also underway on alternatives to Mavic-type drones. AI-enabled solutions are in testing and could be scaled to the front in the near future.

Earlier, soldiers of the 3rd Separate Assault Brigade released video of Operation “Samurai,” in which kamikaze ground robotic systems were able to complete their mission under heavy Russian fire.
